Underground Design-Build Contract Delivery: The Designer's Perspective

Design-Build (DB) is a contract delivery method that is commonly used in Europe and Australia, and is gaining momentum as an option to Design-Bid-Build (DBB) contracts in the North American underground construction industry. In this paper the authors will discuss their first hand experiences on three projects where different types of underground DB contracts were used: the Melbourne City Link highway tunnels in Sydney, which is a more traditional Design Build project; and the Tren Urbano subway tunnels in Puerto Rico, which is a federally funded demonstration turnkey project. Design-Build philosophy, pros and cons, organization, roles, and responsibilities will be addressed, with particular emphasis on the interaction between the contractor-designer and the designer-owner. Risk allocation and the use of geotechnical information within the context of Design-Build will also be addressed.
