There is a trend in the construction industry to require the "prequalification" of contractors for competitively-bid publicly advertised construction contracts. Part 1 of this article evaluates most commonly used criteria for determining whether these qualification criteria are useful in meeting the owner;s objectives. Part 2 discusses when the qualification materials should be submitted, i.e. post-bid, with the bid, or pre-bid (prequalification).
