West Side Willamette River Combined Sewer Overflow
The West Side CSO Project has not gone unnoticed. The American Council of Engineering Consultants (ACEC) picked it as one of top eight projects, out of 180 submitted, in their national Engineering Excellence competition in 2007. Also, Trenchless Technology Magazine proclaimed it “Project of the Year: New Installation” in 2005.
Jacobs Associates led the construction management team that included EPC Consultants, Columbia Geotechnical, Carollo Engineers, and consultants Dennis McCarry and Ed Heine. Additionally, Jacobs Associates provided support-of-excavation design for the Swan Island Pump Station shaft.
The owner used a qualifications-based process to select the contractor team of Impregilo with S.A. Healy. A progressive contract approach compensated the contractor on a cost-reimbursable fixed-fee basis. Construction of the West Side CSO finished well under budget, ahead of schedule, with a strong worker safety program, and with a local business utilization that exceeded the owner’s goals.
