Joint Water Pollution Control Plant Tunnel & Ocean Outfall

Feasibility studies include evaluating five onshore tunnel alignments and seven offshore tunnel alignments with the goal of focusing on one alternative alignment for the subsequent preliminary engineering phase. These studies also include evaluating seven sites for shafts that range in depth from 150 to 270 feet. Geologic conditions along each alignment corridor range from saturated alluvial soils to weak sedimentary rock and mixed face. Squeezing ground conditions may also be encountered. Significant design challenges include the potential for encountering up to 11 bars of water pressure, gassy ground conditions, and crossing seismically active faults.

Jacobs Associates, as a sub-consultant to Parsons, leads the feasibility and preliminary engineering of the tunnels and shafts. The scope of work also includes alignment evaluation, planning, design, and environmental studies will likely take six years.
