00The City of San Diego has entered into
agreement with the State of California Department of Environmental Protection
(Cal/EPA) to reduce the number and volume of sewage spills into the rivers,
bays, and other tributaries that flow into the Pacific Ocean. The City
has had several sewage spills that have gone undetected for extended periods;
some have lasted a week. To reduce these spills the City looked at where
and how the spills were occurring. The most common source of sewage spills
were sewers located on canyon floors. Most canyon floors are not developed,
providing seclusion and natural storm runoff. The two most common problems
were storm flooding and vandalism. Storm run off would damage manholes
and overflow the sewer creating the spill. Vandals would break a manhole
open and then throw boulders and other materials into the sewer creating
a plug and overflowing the sewer. The sewage spill would eventually flow
through the San Diego River, Mission Bay, San Diego Bay, or other tributary
into the Pacific Ocean.
