00The majority of the 102-inch-diameter pipeline will be constructed using tunneling methods. The pipeline will provide a direct connection between San Vicente Reservoir and the Second Aqueduct, making stored water available for emergency needs and also improving the daily operational efficiency of the system that serves 23 member agencies supplying water to 98 percent of San Diego County’s 2.9 million residents. Pending the results of hydraulics analyses, the project may also include a surge control facility at the eastern end of the pipeline/tunnel near the planned San Vicente Pump Station. Construction is expected to begin in mid- 2004. Pipeline operation is anticipated by late 2007.
