00Jacobs Associates, in a Joint Venture (JV) with Gilbane Building Company, serves as construction manager for the Phase I Facilities project, which will collect and transfer combined sewage and stormwater into a deep storage tunnel for pumping and treatment. Phase I Facilities is the initial stage of the CSO Project, a long-term comprehensive plan that will dramatically reduce the discharge of combined sewage. The centerpiece of the project is the Main Spine Tunnel, a 26-foot diameter by approximately 16,000-foot long excavation located in the rock formations approximately 250 feet under the city of Providence. Also included is a 120 foot by 68 foot by 68 foot pump station chamber (as well as access shafts to be used to drive the tunnels), seven drop shafts, ventilation shafts, gate and screening structures, diversion/relief structures and conveyance conduits. The project will store 60 million gallons of combined sewer overflow. The approximate cost of the tunnel and pump station is $250 million. Project challenges include drop shafts and ventilation shafts located within the heart of downtown Providence, environmental issues associated with contaminated soils and water, and excavations located on the historic waterfront.
