The IPPR encompassed the design of the entire project, including all tunneling, water storage tanks and related structures, and all mechanical, electrical and control systems, including piping and valves. The IPPR emphasized the project's constructability given a number of challenging constraints, such as the need to minimize construction's impact (including noise and traffic) on the community; the necessity for completing the project by the deadline to comply with water quality regulations; the sequence of excavated materials placement in fill sites and the final, vegetated permanent configuration subject to public acceptance; and the need to connect existing complex piping within strict time limits.
