Portland, Oregon’s Alternative Contract Approach—A Final Summary
Abstract
Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project finished early and under budget. Its innovative reimbursable cost–plus–fixed-fee contract followed a qualifications-based contractor procurement process and a pre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history.
