Rafael Castro, PE

Principal

Rafael Castro is the manager of the East Coast Region, a member of the Jacobs Associates Board of Directors, and the president of Jacobs Associates’ Canadian subsidiary, Jacobs Associates Canada Corporation.

Mr. Castro has been involved in the underground engineering industry for 22 years on major tunneling projects on both the East and West coasts of North America. His progressive experience includes program management, preliminary and final design, construction management, and condition assessment for sewage, water-conveyance, and transit tunnels. Recently, as project manager for the Blue Plains Tunnel in Washington, D.C., Mr. Castro was responsible for preparation of design-build Request for Proposal documents. He currently serves as the owner’s representative design manager on the project. With his varied design-to-construction background, Mr. Castro provides experienced-based review of design concepts that reduces risk and exposure to project owners during construction. In addition, he has an extensive understanding of ground improvement techniques relevant to soft-ground tunnels and microtunnels. Such techniques include chemical grouting, compaction grouting, jet grouting, compressed air, and dewatering.

Rafael Castro received his BS in Civil Engineering from Northeastern University in 1988 and his MS in Geotechnical Engineering in 1989 from Virginia Polytechnic Institute. He is the author and coauthor of numerous professional papers concerning tunnel design and construction. Mr. Castro is a registered professional civil engineer in California and Connecticut.
