Principal

Victor Romero has more than 20 years of experience with a variety of underground projects, including various rail transit projects, water/wastewater pipelines, highway tunnels, and defense infrastructure. While he finds tunnel design rewarding, he especially enjoys being involved in the construction process. Recent construction management projects with which he has been involved include a railroad tunnel rehabilitation as part of the Cal Park Hill Tunnel and Multi-Use Pathway in San Rafael, California, and the New Crystal Springs Bypass water supply tunnel project in San Mateo, California.

Past assignments include serving as tunnel design manager on the MetroWest Water Supply Tunnel in Boston, Massachusetts. He also led Jacobs Associates’ work on the Muni Metro New Central Subway project in San Francisco. Mr. Romero considers one of his career highlights to be his work as tunnel design manager on the Rio Piedras Contract of the Tren Urbano rail transit system in Puerto Rico, after which he was able to continue on the project as resident engineer during construction.

Mr. Romero is a sought-after speaker and the author of numerous professional papers on tunnel design and construction. He holds a BS in Geological Engineering from the Colorado School of Mines and an MS in Geotechnical Engineering from the University of California, Berkeley. He is a registered professional civil engineer in New Zealand, Puerto Rico, California, and 12 other U.S. states, and is a certified engineering geologist in California.
