Daniel E. Kass, PE

Principal

Mr. Kass has over 35 years of experience in construction, almost 30 of which have been spent analyzing construction performance problems resulting in contract disputes. His recent experience includes the Boston’s “Big Dig,” several multimillion dollar subway and transit projects; bridge projects; airport facilities at five major U.S. airports; 15 healthcare facility projects including hospitals, medical office buildings, and skilled nursing facilities; numerous educational facilities for public schools and universities; commercial developments including condominium complexes, retail facilities, and office building projects; five major convention center facilities; courthouse buildings; entertainment facilities including major sporting venues, theme-parks, and performing arts centers; significant heavy civil hydroelectric and tunnel projects; and industrial facilities consisting of a cement plant and the B-1 Bomber assembly plant. This extensive experience with numerous project facility types allows him to effectively sort through complex issues, analyze problems, and provide a road map for resolution.

Mr. Kass is skilled in preparing and analyzing construction schedules, cost estimates, cost records, and construction methods; reviewing contract documents; analyzing production-related problems; and preparing detailed reports. He has provided expert testimony on numerous occasions and has served as a court appointed referee and a “project neutral.”

Mr. Kass is also experienced in construction management. He has been responsible for budget estimates during design, reviewing documents for constructability, providing construction contract requirements, preparing construction schedules, prequalifying contractors, and analyzing change order requests.

Prior to joining Jacobs Associates, Mr. Kass was employed as a construction project manager for a national general contractor, specializing in commercial and institutional building projects. Mr. Kass gained experience in the following types of projects: a patient tower addition to an existing community hospital; a 150-bed, multistory, steel-frame community hospital; a 172-bed concrete-frame county hospital; an elementary school; an elementary and middle school complex; and four restaurants. He was responsible for contract administration, coordination, scheduling, estimating, cost controls, quality assurance, safety, field supervision, and client relations.

Mr. Kass received his B S in Civil Engineering from the University of the Pacific, Stockton, California, and is a registered professional civil engineer in California.
