Principal
As manager of the Jacobs Associates Seattle and Southern California Claims Group, Mr. LaFraugh assists with handling and resolving clients’ construction disputes. An expert analyst of construction performance, he examines in detail the issues arising in cost and schedule variances: entitlement, disruption, delay, and additional compensation due. He presents and supports his findings through reports and expert witness testimony. Mr. LaFraugh draws upon his prior experience up through the ranks of construction as laborer, engineering technician, project engineer, estimator, and project manager. His background in heavy civil, industrial, and building construction spans nearly 30 years.
Mr. LaFraugh’s history with Jacobs Associates began in 1990 upon his joining the San Francisco Claims Group. In 1996 he left to lead Stanislaw Ashbaugh’s Construction Consulting Group, but returned to Jacobs Associates in 2003. Since rejoining the firm, Mr. LaFraugh has analyzed problems occurring on highway and roadway projects, light rail projects, microtunneling and tunneling projects, pipeline and utility projects, dam projects, military assembly buildings, multiunit assisted and senior living facilities, multiunit condominium/housing projects, and public building projects such as schools and major performing arts centers. Among his current projects, Mr. LaFraugh is providing strategic claims analyst services on two $400 million projects in Los Angeles and a major project in Guam.
Mr. LaFraugh, a California-registered professional engineer, earned his MS in Civil Engineering, with an emphasis in construction management, from the University of California, Berkeley. He received his BS in Civil Engineering with distinction from Cornell University in Ithaca, New York.
