Central Artery Contract
The $16 billion Central Artery/Tunnel Project (aka Boston “Big Dig”) involved construction of a new tunnel across Boston Harbor, placing of the Central Artery underground, and construction of a new Charles River crossing. This was the most complex and costly urban highway project in U.S. history.
Central Artery Construction Contract C11A1 (I-93 Central Artery, Kneeland to Congress Street) was one of the largest of the more than 125 Big Dig project construction contracts. The scope of work for C11A1 included construction of a four-lane highway tunnel with utility structures, new surface streets, and underpinning for the Red Line subway, as well as partial construction of a new transitway bus tunnel and station for the Massachusetts Bay Transportation Authority. The construction contractor was a joint venture of Perini Construction Corp., Kiewit Construction Co., and Jay Cashman Construction Inc. (PKC).
Jacobs Associates prepared a schedule delay and disruption analysis used in dispute review board hearings, settlement negotiations, and the arbitration hearing. Services also included a detailed time impact analysis.
