Andersen Air Force Base, Guam: North Runway Repair
This project involved the removal of existing asphalt-paved runway and replacement with portland cement concrete pavement. In addition, taxiways and runway shoulders were replaced with asphalt pavement, and runway lighting and markings were replaced.
Working for the construction contractor, Jacobs Associates prepared a request for equitable adjustment due to problems incurred during construction. We led the technical and contractual analyses and performed delay and damage analyses. These were all begun while the construction was ongoing and completed shortly thereafter. Jacobs Associates reviewed project records; interviewed key project personnel; visited the ongoing construction; and performed as-built and critical-path method schedule analyses and analyses of extra work, loss of productivity, and delay damages. These efforts enabled the preparation of a detailed, factually supported request for equitable adjustment that could be used to facilitate negotiated or litigated resolution. Jacobs Associates also provided advice regarding the means towards resolution of the problems.
